2011 ONTARIO PGA TOURNAMENT RULES & CONDITIONS
GENERAL CONDITIONS

•    ENTRY DEADLINE - All events will close two Fridays prior to the event at midnight.
 




ADMINISTRATION

The Tournament Committee shall administer the rules as defined in the 2011 Tournament Rules & Conditions, supplemented by any subsequently published rule.  In the event of a dispute, a player has the right to appeal any decision at the next Executive Committee meeting at the Head Office of the Association. On notice of appeal the Tournament Committee shall submit a written report to the Executive Committee in time for such meeting.

GENERAL – ONTARIO PGA ELIGIBILITY REQUIREMENTS

The Ontario PGA tournament program is available only to Association members in good standing, as defined in the Canadian PGA By-Laws and Rules and Regulations.  An Ontario member who has participated in more than two (2) recognized Tour events (excluding the CPGA Championship and the Canadian Open) in the period April 1 to the start of the tournament you are entering shall be ineligible for the CPGA of Ontario Tournament Program and any Provincial Team Selection. 

ENTRIES

Entry into Ontario PGA events can be made in writing, by online registration, facsimile or electronic mail sent/delivered to the Association Office by 12:00 midnight of the entry deadline date specified for the tournament in question. Time limit for entries means time of receipt in the Association Office (not time of postmark).  Therefore you are encouraged to allow ample time for mail delays or error in transmission of entries.  In all cases, the entry fee must accompany the entry either by cheque or automatic billing to a major credit card which is acceptable to the Association. Entry is not considered secure until payment has been processed.  NO TELEPHONE ENTRIES WILL BE ACCEPTED.  Declined credit cards & NSF cheques are subject to a $25.00 administration fee.

ENTRY DEADLINE - All events will close two Fridays prior to the event at midnight.

POST DEADLINE ENTRY FEE - Any member requesting to play in a tournament after the deadline date (subject to availability) will be charged an additional $50.00 to the orignal entry fee.

CANCELLATIONS:  Players must use the withdrawal form located on the website to cancel. 

All refunds prior to the deadline are subject to a $25.00 administration fee.  The form must be completed and received by the Association Office no later than 4:30 p.m. on the day of the entry deadline date.

All refunds after the deadline are subject to a 50% penalty from the original entry fee. (i.e. $300 entry fee minus 50% = $150 penalty)  The form must be completed and received by the Association Office for payment.

Cheques must be cashed within 90 days of the issuing date; any reissue of a lost cheque will cost $25.00 and must be reissued prior to the December 1st of tournament year.

FIELD SIZE, EXEMPTIONS AND QUALIFYING

Maximum field size for each event will be noted on the entry form; if, at the entry deadline, entries exceed the maximum number the situation will be dealt with as follows:
In the case of our three major events (Ontario PGA Championship, Spring Championship, and Fall Championship), the Tournament Committee has established an exemption formula (see below) which will determine the basic field for the tournament.  The exemption formula will be applied at the entry deadline for each event.   If the event is oversubscribed by non exempt players at the entry deadline, the field will be completed by those players entered in order of receipt with the following priorities:  1. Class A’s and 2. Elite Apprentices/Candidate for Membership.
It is the player's responsibility to determine his/her exempt status.

In all other events, the order of receipt of entries will determine the field. If the event is oversubscribed at the entry deadline, the most recently received entries will be drawn by lot to fill the field and determine a list of alternates. i.e. If we receive eight entries at the entry deadline and have four spots remaining in the field, those entries will be drawn by lot to fill the field and an order of precedence for alternates.

Any female Professional taking part in any team stroke play event on the CPGA of Ontario Tournament Program shall play the course at an overall yardage that is no more than 10% less than that of her male counterparts.  All stroke play events shall be played at the same yardage for males and females.

******Captain’s picks may be granted, on written request only, and are intended to exempt such members as previous Hunt Trophy winners, past Titleist Cup competitors and transfers from the CPGA zones who have a successful tournament record.

PAIRINGS AND STARTING TIMES

Draws will be ready two days prior to the event, in the Association Office, the Professional Shop of the Host Club and posted on the Association Web Page. The Committee reserves the right to adjust time due to conditions.  It is the player's responsibility to determine his/her pairings information.

No preferential tee-time will be granted for any individual stroke play event.  All draws are final and will not be adjusted for any reason.

DISCONTINUANCE OF PLAY

If, in the opinion of the Tournament Committee, adverse weather or any occurrence beyond the control of the Association makes continuation of the tournament dangerous or impractical, play shall be suspended until such time as the Committee determines that play can continue.
  1. SUSPENSION OF PLAY: if it becomes necessary to suspend play, the signal for suspension will be as follow
         a) In a dangerous situation the signal to suspend play will be one (1) prolonged blast of the horn. Players must immediately mark the position of
             their ball and seek shelter
         b)    For a normal suspension of play the signal will be several intermittent notes of the horn. The player shall proceed under RULE 6.8b
         c)    The signal for resumption of play will be two (2) consecutive air horn blasts, repeated.
  1. Prizes: In the event of curtailment of a tournament, prize money shall be distributed as agreed by the Sponsor and the Association.  In the event of  cancellation of a tournament, the entry fees will be refunded, less costs incurred.



RULES AND REGULATIONS

The Rules of Golf, as approved by the Royal Canadian Golf Association shall govern all play, except as modified by the following local rules of the Association and any Host Club/Event specific local rules. Local rules published on a Host Club scorecard are to be disregarded.

LOCAL RULES

GOLF BALLS
  1. Only balls on the RCGA approved balls list may be used. Penalty for breach – DISQUALIFICATION
  2. Throughout a stipulated round the player is limited to golf balls of the same make and markings -     identification numbers may change but not colour.  Penalty for breach - two strokes per hole where violation occurs to a maximum of four strokes per round.
  3. If, during the play of a hole, it is discovered that a player is using a ball with different markings than the ball with which he/she started, he/she shall immediately replace it with a correctly marked ball.  Failure to do so will result in disqualification
  4. Exception: the "same ball" rule does not apply for an amateur playing in a Pro-Am competition.

OTHER

DISTANCE –MEASURING DEVICES:
A player may obtain distance information by using a device that measures distance only.  However, if, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his/her play (i.e. gradient, wind-speed, temperature, etc), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional functions are actually used.

GROUND UNDER REPAIR:  Areas enclosed by white paint. French drains, which are exposed trenches, filled with sand or stones. Flower beds.   
               
N.B.:   White lined areas tying in to roads or paths have the same status as the roads and paths and are therefore obstructions.

WATER HAZARDS: Defined by yellow lines/stakes/ground plates.

LATERAL WATER HAZARDS: Defined by red lines/stakes/ground plates.

OUT OF BOUNDS: Defined by white lines and/or ground plates/stakes and the inside edge of any fence post at ground level which borders Club property.

DOUBT AS TO PROCEDURE (stroke play) (rule 3-3): If a ruling is required and no official is present please proceed under Rule 3-3 and report the facts to the Committee, as soon as possible.

TREE WRAPPINGS, ELECTRICAL WIRES AND CABLES:
Which are closely attached to trees are not obstructions.

PERMANENT OVERHEAD POWER LINES AND CABLES: If a ball strikes such a line or cable, the stroke shall be cancelled and replayed without penalty.

PRACTICE: During a practice round a player may play one ball only.  During a tournament round a player SHALL NOT play a practice stroke on or to the putting green of any hole he/she has previously played.

POWER CARTS: Are permitted in Ontario PGA events. A player or players may appoint someone to drive the cart in which case that person will be considered to be the caddie of the player or players.   Caddie bibs (when required) must be worn.

LATE FOR STARTING TIME: Rule 6-3 shall apply, i.e. disqualification. If a player arrives at his/her starting tee, ready to play within five (5) minutes of his/her time he/she may start. Penalty in this case - loss of hole in match play; two strokes (added to the score of the 1st hole) in stroke play.

SCORECARDS: Are to be returned to the tournament scorekeeper in a timely manner. The following guidelines shall prevail. A player shall turn in his/her scorecard before the competitors in the two succeeding games have completed their round. Players in the final two groups shall return their scorecards within ten (10) minutes of completing their round. In a shot gun event all scorecards shall be returned to the scorer within 30 minutes of the time the scorekeeper receives the first card. PENALTY FOR BREACH – DISQUALIFICATION

Yardage on scorecards is for reference only, subject to change.

TIES: Generally, a tie for low Professional will be broken by sudden death playoff and the winner shall receive 1st place prize money. A player involved in a playoff and not readily available will take the last playoff position. In the case of multiple 'no shows', position will be determined by lot. In a tie for other positions prize money shall be divided equally among those tied. In Pro Am format and team competitions, a shootout from 150 yards will determine the Champions. Other ties will be broken by retrogression. Please refer to local rules/info sheet at each event.

DRESS CODE: For all Ontario Tournaments the dress code is as follows:
Men Slacks or Plus Fours permitted. Shorts, Jeans, cut offs are not permitted. For dinners/receptions jacket and/or jacket and tie may be required. Please refer to the tournament rules and regulations of the Ontario PGA Conditions of Competition.
Women must be appropriately attired on the course and Club grounds.
N.B. Dress code will apply during and after play, while on Host Club premises including practice rounds that might be available. 

DRESS CODE FOR CADDIES - Caddies will be permitted to wear shorts (no cut offs or jeans) during practice rounds.  Caddies and only caddies will be permitted to wear shorts (no cut offs or jeans) during competition play.  It is the player’s responsibility to advise their caddie.

THE USE OF CONTRABAND SUBSTANCES AND THE CONSUMPTION OF ALCOHOL DURING COMPETITION - The use of contraband substances and the consumption of alcohol during the course of play of a CPGA of Ontario Tournament event is strictly prohibited.  Any player found in breach of this rule will be deemed to have conducted themselves in a manner unbecoming of a Member of our Association and will face a penalty set forth by the Tournament Committee.

  1. All penalties must be paid or an appeal underway before play is permitted in a tournament. Fines are payable to the Association upon assessment. An appeal must be made in writing to the Tournament Committee within seven (7) days.
  2. Penalties will be doubled for a second offense. A third offense may lead to suspension from participating in the Ontario PGA Tournament program.

PACE OF PLAY POLICY GUIDELINES – STROKE PLAY

Rule 6-7. Undue Delay; Slow Play states: “The player must play without undue delay and in accordance with new pace of play guidelines that the Committee may establish. Between completion of a hole and playing from the next teeing ground, the player must not unduly delay play.”

SUMMARY

When a group is out of position at any check-point, the players in the group are liable to penalty under these guidelines. Players in a group that have been determined to be out of position will be liable to penalty according to the following schedule of penalties pending final determination of whether a breach or breaches of these guidelines have occurred:

Check-points will be on completion (flagstick in the hole) of the groups’ 9th and 18th holes
  •     1st potential breach (during the round) – liable to a one-stroke penalty
  •     2nd potential breach (during the round) – liable to a two-stroke penalty
ALLOTTED TIME

When play is in groups of three, each group is allotted a specified time to complete 18 holes at a pace in accordance with the time chart provided in the Local Rules at the group’s first hole.

When a group falls behind – regardless of the reason – it must regain its position. Time for ball searches, rulings and walking time between holes is included in the allotted time.

Definition “Out of Position” – Stroke Play

First Group: The first group is out of position if it takes more than the allotted time to finish a check-point hole (see Local Rule check-point time table).

FOLLOWING GROUPS: A following group is out of position if it:
  1. takes more than the allotted time to finish a check-point hole and
  2. completes play of a check-point hole more than 14 minutes after the preceding group completed play of that hole

Group Out of Position

When a group is out of position at a check-point, it will be notified by a Check-Point Official that the group is potentially in breach of the pace of play guidelines, that group is expected to regain its position before reaching the next check-point. If that group reaches the next check-point out of position, each player in the group may incur the applicable penalty for a breach of these guidelines.

Any group that is out of position is subject to being monitored by a Rules Rover.

A player concerned about a non-responsive fellow-competitor in his group should request a Rules Rover to monitor the group in case the group is or becomes liable to penalty under these guidelines.

Final Determination Regarding Breach / Review Process

Before returning his score card, a player who was out of position during his round may consult with the Pace of Play Committee to determine if he has incurred a penalty under these guidelines. The Pace of Play Committee will determine that a player who has been found to be out of position is not in breach of these guidelines only if:
  1. the player was delayed by the Committee; or
  2. the player was delayed by a circumstance beyond control of the player of the group; or
  3. the player was delayed by another player in the group

A player who was out of position during his round and who elects not to consult with the Pace of Play Committee to determine whether he was in breach of these guidelines is considered to have been in breach of these guidelines and to have incurred a penalty or penalties according to the Local Rule schedule of penalties.
If a group is liable to penalty, all penalties will be applied to the check-point hole where the breach occurred.

PACE OF PLAY GUIDELINES – STROKE PLAY

Example scenarios how penalties apply:
  1. If a group fails to complete 9 holes in the allotted time, all players in the group are liable to penalty of one stroke applied to the players’ 9th hole (1st potential breach). If thereafter the same group fails to complete 18 holes in the allotted time, all players would be liable to an additional penalty of two strokes applied to the players’ 18th hole for a total of three penalty strokes (2nd potential breach) as per Rule 6-7 (see below)
  2. If a group takes more than the allotted time to complete 9 holes and thereafter completes 18 holes in the allotted time, all players in the group are liable to penalty of one stroke applied to the players’ 9th hole (1st potential breach).
  3. If a group completes 9 holes in the allotted time and fails to complete 18 holes in the allotted time, all players in the group are liable to penalty of one stroke applied to the players’ 18th hole (1st potential breach).
The Ontario PGA Tournament Committee pace of play guidelines are in effect for all Ontario PGA Tournaments.


HUNT TROPHY
 
All Class 'A' members in good standing of the Ontario PGA are eligible for the Hunt Trophy. Hunt Trophy points will be awarded based on final tournament results. Points will be doubled in 36 hole events.

A Class ‘A’ Tournament  winner receives 40 points plus a bonus of 10 points.  In the event of ties each player receives full points for the position tied for.  i.e. 3 players tied for second would receive 39 points, 5th place receives 36 points and so on.

All Elite Apprentices, Candidates for Membership, Class A Member* and Teaching Professional in good standing of the Ontario PGA are eligible for the Order of Merit.

The Order of Merit will be based on the 36 hole Championship plus two (2) 18 hole events with points awarded on the same basis as the Hunt Trophy. 

*Class A Member currently employed at a green grass facility or teaching centre.

ONTARIO PGA PLAYER OF THE YEAR

The Player of the Year will be judged in the following categories:
  • Standings in Ontario PGA Money List / Hunt Trophy Standings, Senior Hunt Trophy Standings / Assistants’ Order of Merit.
  • Placement in Ontario PGA sanctioned events i.e. Zone Championship, Spring and Fall Championship(s).
  • Earnings from professional events during the year.
Player of the Year candidates will be voted on by the Ontario PGA Tournament Committee.


NATIONAL TEAM SELECTION

Canadian Club Professional Championship:
The Ontario team will be selected as follows:

  1. Defending Canadian Club Pro Champion, if from Ontario.
  2. Remaining selections in order of ranking from the Hunt Trophy.
  3. Cost of entry fee will be reimbursed by Ontario PGA.

Canadian Assistants’ Championship:
The Ontario team will be selected as follows:

  1. Winner of the Ontario Assistants’ Championship.
  2. Remaining selections in order of ranking from the Order of Merit.
  3. Cost of entry fee will be reimbursed by Ontario PGA.
TITLEIST CUP TEAM

ONTARIO – QUEBEC MATCHES

The Ontario Team in the Titleist Cup Matches versus Quebec will consist of 12 players with a minimum of two Senior Professionals, 1 Elite Apprentice/Candidate for Membership and 1 Class A Member*.

The first day of play consists of 18 holes in the morning and 18 holes in the afternoon.  The morning competition is a 2 man best ball match play, with the afternoon format being Scotch foursomes.  The second day play consists of 18 holes of single matches.

There is no prize money involved, but members each receive a memento of the event.

Eligibility is determined in the following manner:

Head Professionals/Head Teaching Professionals (6)
  1. 3 Current Major Title Holders (2011 Fall, 2011 Spring, 2011 Ontario PGA).
  2. Hunt Trophy Standings to fill remaining positions upon completion of the Fall Championship
**NOTE:  Retired and Life Members are ineligible for selection **

Senior Professionals (2)

  1. Winner of Ontario PGA Senior Championship.
  2. Senior Hunt Trophy standings to fill remaining positions upon completion of the Senior PGA Championship.
Elite Apprentice/Candidate for Membership/Class A Member* Professionals (2)

  1. Winner of Ontario Assistants’ Championship.
  2. Low Elite Apprentice or Candidate for Membership from the Order of Merit if a Class A Member* is the winner of the Ontario Assistants’ Championship or low Class A Member* the Hunt Trophy standings if an Elite Apprentice/Candidate for Membership has won the Ontario Assistants’ Championship.
Captain’s Picks (2)

  1. All Class A Professionals are eligible.
**NOTE:  If all majors are won by other than Head Professionals/Head Teaching Professionals, Head Professional/Head Teaching Professional selections will come from Hunt Trophy standings.**
